ROT13.

'rotate by 13 places', sometimes hyphenated 'ROT-13' is a simple letter substitution cipher that replaces a letter with the letter 13 letters after it in the alphabet.

ROT13 is a special case of the Caesar cipher, developed in ancient Rome.

  1. had insight that it's 'a political cipher', sometimes hard to break because of support of other ciphers, political pressures etc ... perhaps it can be combined or part of other cipher as well ...
